I gotta ask: what exactly made Beljan decide to go all out on this project?

It's located on a frankly unpleasant street where the whole south side is a dead mall, it's sandwiched between a mid hotel and a decaying parking garage, and the building itself is architecturally uninteresting. At least Churchill Sq is near I suppose and it's located in a nice central spot.

No shade to Beljan intended either, they're doing the lord's work here and have a clear vision they're executing on. Just trying to wrap my head around this project because even with subsidies this seems unbelievably ambitious.
 
People are probably going to live here because it is so central and convenient. The increased activity will likely improve the street, perhaps considerably.

It may never be one of the nicest streets in the city, but it can be a lot better. I realize some can only see what is there now, but things can change and sometimes for the better.
