End of the World 'gentrification' likely to fail, says Belgravia resident
Even after "the End of the World" is transformed into an official viewpoint, the site will continue to attract illicit activity, says the chair of a community group designed to tackle crime in the area.

A popular hangout for partiers, the site atop the riverbank on Saskatchewan Drive, tucked in the woods of the Belgravia neighbourhood, provides a unique panoramic view of the river valley.

Despite its beauty, it's a dangerous place, with three-metre drop-offs and heavy erosion along the riverbanks.

The city has restricted access to the area until upgrades are made and the site is secured with a new boardwalk, stairs and safety fence.

But the prohibition hasn't discouraged late-night revellers, and resident Roger Laing said the problems will likely persist even after the facelift.

Bylaw officers fuming over Oilers video featuring 'End of the World'
Edmonton bylaw officers are fuming after an Edmonton Oilers pre-game video prominently featured player Jordan Eberle dangling his feet over the “End of the World,” something they have worked to discourage for years.

“It’s going to degrade the efforts we’ve made, with all of the enforcement we’ve put in place,” said Sgt. Greg Komarniski, with the City of Edmonton’s community standards branch.

The “End of the World” is a local name for a series of abandoned concrete pilings left from the long-closed Keillor Road located at the top of the river bank on Saskatchewan Drive.

The city has clearly posted signs designating it a prohibited area, and after continued educational campaigns failed to curb Edmontonians’ curiosity, stepped up enforcement from bylaw officers, peace officers and park rangers to keep people away.

Edmonton moves ahead with plan for End of the World

Laing and his committee have been working with the city since 2015 to put an end to the End of the World as we know it.

"This project will seek further funding for the remainder of the design and build phases upon completion of this initial work," the executive committee wrote in its proposal.

Laing expects construction to begin next summer.

'Increase safety:’ City releases new designs for End of the World lookout point
City planners have outlined new designs for the popular, yet highly unsafe, End of the World lookout point.

In a report heading to City Hall Tuesday, staff are proposing to “cut out” the six concrete slabs located at the tail-end of the cliff, which tower 15 metres above the North Saskatchewan River. There would also be “climb resistant” fencing and regular railings, along with benches, garbage bins, staircases and paved pathways for sightseers.

“We’re very excited to increase safety in this area,” said Martina Gardiner, director of open space planning and design.

The site, located in the neighbourhood of Belgravia, overlooks the North Saskatchewan River. It’s the area where the old Keillor Road used to meet Saskatchewan Drive, but the city closed it in 1994 because the slope is unstable.

There would be both a paved trail and a set of wooden staircases leading down to the site, where there would be “climb-resistant” fencing and regular railings, along with benches, rocks to sit on, a grassy area and garbage bins.

In 2015, the city conducted a survey on “The End of the World.” A total of 2,568 citizens participated and 2,282 completed the survey, including nearly 600 Belgravia residents.

About half of the respondents had been to the site in the previous year and many came to enjoy the unrestricted view. The main concerns for respondents were the height of the fence and whether the site would lose its “natural” feel.

David Staples: City's best river valley view should be for all of us, not forbidden
The most spectacular view of the North Saskatchewan River valley is off-limits. It’s in a spot where no one is allowed to go. City bylaw officers will fine you for trespassing if they catch you at the valley lookout known as “The End of the World.”

This makes little sense. Why would we not do everything we can for all Edmontonians to take full advantage of the best of our river valley?

The spot is located below Saskatchewan Drive in Belgravia. The lookout is atop a large concrete retaining wall, built to prevent the muddy, ever-changing riverbank from collapsing. It’s situated where Keillor Road used to be, before it closed 23 years ago, then quickly eroded and tumbled into the valley. The great view spans from the glittering Talus Dome sculpture in the southwest to Daryl Katz’s mansion in the northeast.

But lookout’s undeniable allure and odd status is leading to major problems.

Along with its cool nickname and almost surreal beauty, its forbidden nature has made it a must-see place for almost every city teenager. This has led to all kinds of related problems, such as teens drinking, pill popping and smoking up late into the night there, falling down and injuring themselves, littering the area, and disturbing the neighbourhood in their intoxicated state.

The uproar is bad enough that local residents have moved away partly to escape. Conrad Langier lived there near the lookout for six years before moving away. “It had an impact,” he told the Journal’s Elise Stolte in regards to The End of the World and his decision to move.

Edmonton council in brief: End of the World, new car-hire rules and Northlands redevelopment
Edmonton city council is counting on a new study to prevent the city's popular, though officially off-limits, "End of the World" lookout point from becoming a deadly attraction for visitors.

Council has given the green light to preliminary designs for a permanent viewing platform at the treacherous site overlooking the river valley in the Belgravia neighbourhood.

"I cannot believe no one has fallen off this thing and died," Mayor Don Iveson said Tuesday during a council meeting.

"This site is a massive liability for the City of Edmonton," Iveson pointed out. "From a safety point of view, from a security point of view … doing nothing is simply not an acceptable option."

The preliminary design work, which cost the city $440,000, includes plans for two wooden viewing decks with railings, a wooden staircase, lighting and an asphalt trail and benches for people to sit on while they take in the view.

"If people are going to go there anyway, let's make sure they're safe," Iveson said.
