Could it come down to ownership and maintenance? If TransEd owns the space and is supposed to maintain it, then I could at least understand the logic of not opening the space, even if I don't agree with it.

Hmmm perhaps, but I'd assume/hope that the connector is still COE?

Driving along 66 Street, I saw some train testing south of Whitemud. More of the train signals. Are working. At Davies Station, more scaffolding and insulation was up around many of the piers. At 76 Avenue, there was a roadblock at the left turn lane. I hope it’s not more concrete work.
 
Oh god. Hopeful posts of elevated track right after the multi year shitstorm of elevated track failure lol. Is there a west valley line maintenance facility just in case it’s operational before south?
 
Does any municipality have any control over what happens in a P3 construction project? It's the provincial government that is forcing this project delivery method down everyone's throats.
