Take some responsibility, Regency. You could have demolished the whole site, and replaced it with grass, like the old Johnstone Walker site at Jasper and 102 Street.
Their statements in the Journal article also seem a bit misleading to me. The city encouraged them to decide quickly about tearing down the old building here because of the LRT construction schedule, but it did not force the developer to do. There is a difference and this is yet another bad example of what happens when things are torn down in haste.
 
I get the feeling (thought it hasn’t been outwardly stated) that they thought demolishing a basement with a vault in it would be as simple as taking a wrecking ball to a few walls and using a crane to remove the door.

I would LOVE to see what the engineering assessment on that vault is/will be. But I bet that Vault is cast in place with crazy ass steel reinforced concrete and being what the bank was, everything is probably big. Like the door alone will require rigging and specialized matting to get it out.

All costly things that will cut into the sale price for a competent purchaser. Which also has me concerned that Regency will just sit on it and shrug their shoulders saying they’re doing their best to get a fair deal regardless of the economics of the situation.
 
As a first hypothetical step to look at potential outcomes for the site I crafted a written Architectural program that looks at rebuilding the Tegler facades in exacting detail (using modern technology) and adding atop the "Tegler" structure 50-floors of apartments sharing space with a vertical Aquaponoics-supported Urban farm (it would supply edibles and ornamentals to in-project eateries and retail concerns as well as to off-site grocers, and eateries. The Tegler portion of the buildout would service as ~100-room hotel loaded up with amenities, the ground floor set aside for a very unique rationale attempting a Zeller's-like retail/lunch counter outcome. A basement level would supply -- on one single level -- automated parking for urban-scale electric vehicles the operation of which would be included in apartment rent and also leasable to hotel clientele -- no other form of parking would be included. I would let this "stew" for a week or so before tackling floor plans for all levels of the development. There are other "specialized" features mentioned throughout the program. For those who are positive-outcome inclined, please feel free to suggest other elements that can be added to the Architectural program before I attempt floor-plan development. At this point in time this is purely a hypothetical exercise, but who knows...

Or you do what Ruth’s Chris did with the ones in their basement space and simply repurpose it. All it would take would be a bit of additional underpinning.
That would be the most sensible approach if feasible. However I would also say that if you’re trying to build a 50 story skyscraper with multiple floors of underground parking, it would likely pose a significant obstacle to work around.
 
Yeah, however I'm not sure they are trying to build anything at this point, which is the main problem. Before it was torn down, it was a bank building. So it really shouldn't be a surprise to anyone almost a decade later it had a big vault.
