Don't kid yourself, @crisp, the materials used will have no bearing at all on the price charged -- especially for a design so standard and unimaginative as this one. They will go for the market value -- no doubt -- and if they can build a cheaper structure they will pocket the difference. It will not show up in anyones rental agreement as a subsidy, of that I am quite sure. The only way that would happen would be if they applied for a low-rent subsidy from the City and met all the requiremnets of such an agreement.

That corner feels completely different (for the better!) now with the tower topped out and the old Chinatown Mall a distant memory. Now if Cidex acted on the old mall site with another tower we'd have some real momentum!
