I give this one a ** rating -- it is useful in the sense of adding a little bit of impetus to the Quarters "dreams"and the build-out of the east end of downtown. It fails in terms of cookie-cutter, out-of-the-box design; it wins from the "brownfield" re-development of an abandoned hole-in-the-ground by another developer. This is one of those "good-enough-for-Edmonton" efforts.
