I agree with IanO. Does anyone have photo of the roof top mechanical? I puzzled why they did not hide and locate it in the centre. As is some of the air intakes or exhausts are clearly visible in that photo. I wonder which way the airflow is up there dumping on the patios on the top floor and it looks like the middle top suite can look up and see them.

Those Cogen units and cooling towers never get the proper screening. Most roof top mechanical never get proper screening.
But depending on the unit you require at least a meter clearance from the inlet or outlet.
I saw another angle and I believe those are inlet hoods.

They are definitely inlet hoods -- so from the uppermost living unit you stand a better chance of getting sucked into the system than pelted with stale air.
