This has been questioned a few times in this thread. Closest we got to an answer was this…

There was a report on it regarding expropriation last year. There was also a recent Pattison sign request.

According to Google, alley to sidewalk is about 50m. Similar or bigger than Icon I. So this is not a small lot. If it is city owned, you would think they would get rid of it once LRT is done.

it's not going to be a beauty, but I'm not so concerned as eventually it'll just fade out of the spotlight as the space closer to 104th ave gets filled and people stop to notice this thing tucked in the back. But if they approve a turd for the land ON 104th ave it'll be a different matter.
 
Who cares about design, architecture or raising the bar! Insulated box from Yellowknife it is!
